AWS account linked to my email seems to be closed

It looks like the AWS account linked to my email(the same one used for devpost registration) was closed sometime before. So is it possible for me to request AWS credit.

    Yes, I can use a new email id to open new AWS account. But for the credit request form, I used the old email id, before noticing that I can't use that old email to re-open the old AWS account. So is it possible to issue the credit to new email account/AWS account?
